The Iberoamerican Federation of Ombudsman has been established in 1995. It gathers Hispanic and Lusophone Ombudsmen and aims at developing the defense and protection of Human Rights.

The Ombudsmen or Defenders of the people are public institutions independent from the state authorities. They promote the observance and protection of Human Rights and have a supervisory role of public institutions. Its main responsibilities are:

  • To receive and investigate accusations and complaints against Human Rights violations;
  • To issue a public condemnation regarding behaviors and conducts contrary to Human Rights;
  • To denounce to the Public Administration all violations against Human Rights committed by people within the framework of their official or private functions;
  • To initiate projects and programs in order to promote and spread knowledge, practice and protection of Human Rights.

The Commission of the Iberoamerican Federation of Ombudsman is composed by ombudsmen from countries which are included in the Federation and by three members appointed by the Ombudsmen at the national, regional or provincial level in view to preserve the characteristics and specificities of these geographical divisions.

The main objective of the Iberoamerican Federation of Ombudsman is the cooperation, exchanges of experiences, promotion, dissemination and consolidation of the Ombudsman role.

The Iberoamerican Federation of Ombudsman aims at extending and strengthening the culture of Human Rights in the member countries by promoting collaborative relationships between international agencies and NGOs.

The Iberoamerican Federation of Ombudsman supports studies and researches regarding coexistence between peoples and the functioning of democratic regimes.
