Safe Horizon’s mission is to provide support, prevent violence, and promote justice for victims of crime and abuse, their families and communities.

For over a quarter of a century Safe Horizon has been at the forefront of helping victims of crime and abuse through their crises.

“We are woven into the fabric of New York City, and we are here where and when you need us – in the courts, in your community and at the other end of a telephone at any hour of the day or night”.

Safe Horizon is recognized leaders responding to the changing needs of their clients, and is sought out as experts on issues of violence and victimization for programs across the country and around the world.

One by one, their dedicated staff help over 350,000 victims each year find hope by offering a chance to tell their story in their own words, a guide through the criminal justice system, a safe place to sleep.


Safe Horizon is the nation’s leading victim assistance organization. Their mission is to provide support, prevent violence, and promote justice for victims of crime and abuse, their families and communities. Their 65 programs are located throughout the five boroughs of New York City in court houses, police precincts, schools, shelters, and community offices. For over 25 years, the Safe Horizon Mediation Program has offered mediation and conflict resolution services and training to the New York City community. Today, the Safe Horizon Mediation Program is one of the largest Community Dispute Resolution Centers in the United States.

The Safe Horizon Mediation Program operates in both community and court settings all over Brooklyn and Manhattan, serving over 11,000 New Yorkers each year.

The Safe Horizon Mediation Program has long been recognized nationally as a leading training organization in the dispute resolution field. Their innovative and dynamic training programs – from intensive five-day Mediation Training Programs to tailored Conflict Resolution and Effective Communication Skills Workshops – teach skills that apply in conflict scenarios ranging from classroom disputes to international multi-party conflicts.

Safe Horizon works in partnership with the New York and Kings Counties courts, schools, city agencies, housing units and community and faith-based organizations to resolve disputes and promote peace in New York City. A highly professional and diverse team of volunteers mediates over 1,500 disputes each year.

Common issues and disputes brought to mediation include:

  • Court Cases - Safe Horizon mediates cases both in the court and diverted to them by the court, involving disputes over money, real property, personal property and housing. Cases are referred by Judges and staff at New York and Kings Counties Civil and Small Claims Courts, and at Kings County Housing Court.
  • Neighbor Disputes - Neighbors and roommates address issues such as noise, pets, and safety that often arise out of living in close quarters.
  • Landlord-Tenant Disputes - Landlords and tenants come together to help them resolve disputes involving unpaid rent, repairs, maintenance, and security deposits without the cost, risk, and time involved in going to court.
  • Family Disputes – Safe Horizon facilitates family discussions on a wide range of issues that include parent-child communication, co-parenting issues like visitation agreements, and end of life issues such as the care of an ailing parent and the division of an estate.
  • School-Related Issues – Parents, children, and schools have an opportunity to deal with such issues as attendance and behavior.
  • Special Education Disputes – Parents and schools work together to develop appropriate educational placements and services for children with special needs, discussing issues like classification, classroom placement, behavioral interventions, IEP development, transportation, and family-school relations. Safe Horizon also assists families of children with disabilities under 3 who receive services through the Early Intervention Program, and adults with disabilities who receive vocational services through VESID.
  • Workplace Disputes – Employees and supervisors, co-workers, and teams address concerns such as working conditions, pay, performance, and interpersonal communication in a neutral and safe environment.
  • Community-Wide Disputes – Safe Horizon provides opportunities for entire communities to engage in dialog about common problems such as land use, racial/ethnic tensions, and environmental concerns.
  • Restorative Justice - Safe Horizon facilitates dialogues between victims and offenders in order to promote healing, empowerment, and community safety. Safe Horizon accepts referrals from the New York and Kings Counties Departments of Probation, Corporation Counsels, the Kings Country Criminal Court, as well as persons directly impacted by crime.
  • Please note that Safe Horizon does not mediate any conflicts involving domestic violence.
